We are working with a leading energy provider in Houston, Texas, that is seeking an experienced Pipeline Environmental Permitting Coordinator for a 6 month contract to lead the environmental permitting process for some upcoming oil and gas pipeline projects in that area.
Your Role:
- Support both capital maintenance and expansion projects.
- Manage external environmental/permitting consultants and review their work.
- Provide technical guidance and permitting support to internal project teams.
- Coordinate permitting requirements throughout the project lifecycle.
- Help ensure projects comply with applicable federal and state environmental regulations.
- Work with agencies and stakeholders as needed to obtain and maintain required permits.
- Assess environmental risks, recommend mitigation strategies, and execute approved actions, including preparation of required regulatory documentation.
- Lead or support environmental project planning activities such as scheduling, cost estimation, impact assessments, and reporting.
- Prepare and submit complex environmental permit applications, renewals, approvals, and variances, and maintain accurate permitting schedules aligned with project milestones.
- Conduct environmental compliance audits and due diligence investigations.
- Identify training needs and provide guidance, mentorship, and training to others.
- Monitor regulatory changes (e.g., FERC, NEPA, Clean Water Act, ESA, NHPA) and evaluate impacts on project timelines, costs, and compliance obligations.
- Coordinate construction-phase compliance requirements (e.g., FERC certificate conditions, spill prevention, and restoration commitments) and track implementation to closure.
- Develop, recommend, and implement improvements in air, water, waste management, and remediation systems.
- Cultivate relationships with regulatory agencies and prepares status reports and briefings for leadership and project stakeholders.
Required Skills:
- Strong knowledge of federal and state environmental permitting processes, including FERC and NEPA requirements.
- Ability to manage multiple permits across large-scale projects with aggressive deadlines.
- Skilled in developing permitting timelines and integrating them into overall project schedules.
- Excellent written and verbal communication skills for agency coordination and stakeholder engagement.
- Ability to lead cross-functional teams and manage external consultants effectively.
- Commitment to environmental stewardship and regulatory compliance.
- Proactive approach to identifying and resolving permitting challenges.
- Proficiency in Microsoft Office Applications and PC skills.
Required Experience:
- Bachelor’s degree in Environmental Science, Engineering, Biology, Geology, or related field.
- Experience with environmental permitting for infrastructure/construction projects.
- Experience with natural gas or interstate pipeline systems.
- Experience managing or coordinating permitting consultants.
- Knowledge of state and federal permitting processes.
- Ability to work with internal engineering/project teams and external consultants.
Preferred Experience:
- Experience with the Federal Energy Regulatory Commission (FERC).
- Experience supporting large-scale capital projects or pipeline expansion/maintenance projects.
- Familiarity with environmental regulations applicable to pipeline construction and maintenance.
